Role based shipping – different wholesale, local customers, non-local rates

    Using most recent WooCommerce install.

    My client wants to offer free shipping for local customers and certain products (local/non-local – all excluding wholesale) The shipping rates for non-local customers is flat rate.

    How can I accomplish this?

    Examples:
    Wholesale customer (always flat rate)
    Retail (local – free, certain products free)
    Retail (non-local, flat rate, certain products free ship)
