Role based role change

Hello,

I have plugin and it works well except, role level.

I have a shop manager role, and a customer role (woocomerce) now I made a customer premium role. So I want to the shop manager to promote an customer to premium customer. But what ever I try only customer shows up as an role that the shop manager can give. how can a shop manager also give a premium customer role (custom role).
