Rockwell theme, adding a 468x60px banner to the title

Hi all,
I’m trying to find a way to input a small 468x60px banner under the contact details here:
https://civvystreetmagazine.co.uk/
I would usually just open up the header.php and place it in there but I’m not having much luck finding the right spot?
