I run WordPress 5.3.2 running Twenty Thirteen theme.

Can’t find out how to edit robots.txt

I’d like to add

Disallow: /?blackhole

but don’t know how to do it.
SEO on my WP has no edit option, i.e. can’t find a File Editor
