Right Sidebar too High

One of our schools chose to change their homepage from a posts page to a static page. They also wanted the right sidebar on every page including the home page.
The problem is, the homepage content & sidebar is sitting behind the menu, not below it. We fixed the page by adding a spacer but the right sidebar is still too high. If I bring it down by adding a blank image or some fix like that, it will be too low on all the other pages.
Please help.
