Rich Text Editor for Gravity Forms

I have recently taken over the development of a new website for the organization I run. We are a nonprofit which engages students in the legislative process through a simulation of the Maryland General Assembly, so one of our main goals for the new site is to allow online submission of legislation.

We’ve developed a system for managing legislation and submitting it online, with bills being submitted using Gravity Forms. Users enter information about their bill and then copy the text of their bill into a post field and submit it. However, as it stands, strikethrough and other rich text elements are not present in the field. Strikethrough is the largest problem, as it is a main feature of legislation without which the meaning of a bill is altered (legislation often includes striking out clauses of the existing state code).

So I need a plugin or another way to get rich text into the post field for this gravity form.
