Review process for changing existing pages

Hi,

what is the recommended way to do reviews on page changes ? i.e. someone ask for a change which I apply but which needs to be reviewed by a 3rd person before the changed page gets published.

If I set the existing page’s status to pending review it will no longer be displayed to normal users. What I would have expected is that they see the version of the page before the change, i.e. the last published version ? What am I missing here ?
