REUSABLE blocks error

Hey guys,
I edited my first post with Guttenberg and also created new reusable blocks. All good for that post! Then I started a new post and I can’t see reusable blocks. After clearing cache (I have wprocket) and a new attempt at MS EDGE I failed again. Now If I want to make a new reusable block (simple two paragraphs) it makes it and I can use it in this post. If an open a new post I cant see Reusable drop down. If I check /wp-admin/edit.php?post_type=wp_block all reusable blocks are there. I just can’t see them in the new post editor. What can I do?
I tried Health Check — Troubleshooting Mode with twenty nineteen theme and all plugins disabled. The same problem. The error I got when I make a new reusable block and then try to open new block is
