    Under the basic settings, there is the option to set retina quality. Am I correct that if I have already saved my images to 70% quality (for example) before they are uploaded, and if I have retina quality set to 70%, then WP Retina 2X will then reduce the quality again on the uploaded images?

    Actually JPG is not a very good format for that. The original image you upload should be actually quite high, like 80-90%.

    Then WordPress create the thumbnails based on this original image (there is a default, which is 80% I think, overridable somewhere).

    WP Retina 2x does the same, using the original image, but you can override it through the setting.

    JPG is not an amazing format. If you upload the image at 70%, the create a thumbnail based on it at 70%, the quality will reduce a bit in comparison with the original image. But actually, if you make a thumbnail at 90%, the quality would also reduce (but a bit less) but its weight might be bigger… ??

    Anyway, the short answer here is that WP Retina 2x works the same way as the thumbnails creation in WordPress, but it gives you a setting.
