Restricted Author Permissions for Category Deletion?

I’m trying to understand the capabilities of the plugin and I don’t see a clear way to use it for just this one capability that I need.
I want our authors to have the ability to create categories, edit categories, but not delete categories. Is this something that can be done with your plugin?
