Restrict Woocommerce to only allowing purchases from a sinlge parent category

I want a way to limit customers from buying a single parent category from my site in a purchase.

I run a website that provides goods delivery services in several cities.

I want a way so that when a user enters items to be delivered in city A can only add other items from city A. Users cannot enter goods from city A and city B in 1 transaction.

I have searched all over for a plugin that I could not find. Please help me
