Restrict users from accessing screen options

Hi,
First of all I am new to wordpress and I am trying to create a community website using wordpress and Travelify theme. In my site I let registered users to write and publish articles. However, I do not want these registered users to access “screen options” on “Add New Post” interface. In addition, I do not want my non-administrative users to change layout for their posts. How can I achieve this?
