Restrict States in Backend Access

Hi,

I’m using a plugin to create phone orders in the backend of my site. I noticed when orders are placed this way, the states that I have restricted are still being allowed through.

Is there a specific setting I can use to restrict states by user role? Since these orders are being placed on the backend of my site, they are being created by admin level users.
