restrict shipping based on product category

Hi
We need to keep several categories in our shop to only allow local delivery and in store pick-ups only (they are too large to ship) i.e. ‘free_shipping’ & ‘local_pickup’

I have tried the snippet below but it doesn’t seem to be working – probably due to new hooks in version 2.6 ?? – can anybody help with this please ? been trying for days!
