Restrict reusable block edit access by role

I am constructing reusable blocks for a website that I need editors to use and convert to regular blocks to edit in their posts. But to avoid mistakes, I’d like to be able to remove the option to edit the reusable block in the block library for anyone short of an administrator. Is this possible with your plugin?
