restrict header/footer view to logged in users

Hello, I am using Elementor Pro and have created header and footer theme templates which are applied to individual blocked pages however the headers and footer remain visible to none logged in users.
I am using wp-members to block the content of all pages posts templates views, etc.
I have the default 2016 theme active.
All Elementor pages have been set to full width. I have applied the header and footer theme templates to individual pages (a parent page, and all direct descendants of that parent page). All sections within the header and footer templates are set to HTML tag header or footer.
However if I navigate to any of the pages where the headers and footers are applied, as a none logged in user, the headers and footers (including all menu items) are still visible to the none logged in in user.
I have purged the cache for this site with siteground’s cache flush. I have set the templates to “hidden” on the wordpress page editor. My testing browsers flush the cache every time they are closed.
Has anyone else had this issue and gotten past it?
