Restrict certain roles to login

We are using different roles to restrict backend functionality. For instance, Sales can only edit users and orders, Editor can create products and publish them etc. Our problem is that a user with the role sales can login as a user with the role editor. We want to restrict that ‘admin’ like users so they can only login as user for customer accounts, not our different ‘admin’ accounts.
Is there a way to limit the loginas funcitonality to only customers?
