Restrict Access to WebPage Until Filling out Fluent Form

First of all thanks for all past help.

Now I need to do one thing for my website. Which I need to Restrict Access to WebPage Until user Filling out Fluent Form. User must need to fill form before access that page.

And page have a download functionality. So admin also should know. How many users actually downloaded that file.
