restoring database

i am at the next major step of changing my blog from one url to another… i am at the point of restoring my database… and i clicked on the link to get directions on how to do so… and guess what? no directions.. nothing at all…

anywho… has anyabase one restored their database before? if so, can you please tell me how to do so…
