Restored site, but partial data transfered

Not much is included in the your first debug code, I would recommend you to reset plugin configuration: https://prnt.sc/Fx16HdqXfc6j (you condo that in troubleshooting section -> show advanced options).

That should regenerate configuration file and reset backup directory path which currently seem like it couldn’t be created, most likely due to incorrect path (config reset will find new, correct path).

Regarding your second debug code, it seem like your using quite outdated MySQL version and especially when it’s on Windows, it may not support many charsets. In such case it can be resolved, but you will need to share that backup file with us, we will convert it for your MySQL version.

Alternatively, it can be caused by wrong prefix, but I doubt in that as you use default “wp_” prefix, you can double check that in wp-config.php

Another solution would be to update your MySQL to version 8 on your local computer, that should also resolve the issue after redoing restoration.
