Restore backup LOCALLY

    We had a site at wordpress.com but transitioning to .org.

    A jetpack backup exists and now would like to INSTALL (RESTORE) the website locally, first! (no online hosting yet). A Windows environment.

    The XAMPP stack is already installed (runs fine).

    Could this be done?

    Do we start with installing jetpack locally? How? and then how should the backup files, content, etc. Any links or pointers to documentation?
