Responsive or not Responsive?

Hello everyone, I have a problem when view the web site on all smartphones

This is photo with my Samsung https://provaleague.altervista.org/wp-content/uploads/2014/04/foto.jpgOn the computer is clean, but on smartphones, the header and footer widgets do not align automatically to the width. Is possible to fix full screen on cell phone, and if it was deactivated in automatic mode responsive to this type of incompatible’s page?
