Resolving link uderline problem in twenty sixteen theme

    I’m using the twenty sixteen theme, and have noticed that the underline function for links is randomly not working. On this page, I have 4 items at the top of the page. All are linked (and links work, taking you to items further down the same page), but the second link on the list has no underline.

    Further down the page there are similar problems – some links are underlined, and some are not. Is there and easy way to resolve this?

    I should add that I’ve tried de-activating all otrhe plugins, and that didn’t resolve it
