Resize images after upload in 2.6

How do I resize images after they have been uploaded as attachments? I have posts with uploaded images and want to change the layout to use a smaller image, but when I change the image size options for ‘medium’ and ‘thumbnail’ it doesnt seem to affect the old uploads.
