Requires permission to publish

My university self hosts a multisite, multinetwork system. Whenever anyone (admins included) attempt to export their project a page pops up stating they do not have the required permission. Admins get a different page saying they are attempting to access the main dashboard and do not have permission. It seems both are attempting to access info outside of their personal site (reaching for the main site) is their a way to resolve this?
