Requesting access (1st step of set up) gives 'Page not Found'

In the very first step of requesting access to become an Instant Article publisher, I’m sent to the URL: https://www.facebook.com/help/contact/1439673582999850?__mref=message which is broken. Is this because I’m on WP v4.5 and the plugin is only compatible to v 4.4.2? Setup instructions say if I’ve already been approved by FB, I can skip to next step. I have not because I can’t find any other way to put articles for review into my library. Can anyone provide a link about how to fill the library? Thanks!
