Request For Bigger Exempt List

I have a user base of America and Canada. Is there any way that I can allow both countries to be exempted? Or could this feature be added? A good majority of the attacks on my site are coming from Russia, China, etc. I have no plans to grow out my user base over seas so I have a great appreciation for what this software does. But, I can’t block both.
