Republishing existing plugin procedure

I am new to the codex…
I am interested in re-publishing a plugin so to speak.
There are a few plugins which are widely used, available in the repository and very useful however they haven’t been updated in years.
Furthermore the plugin authors are also not contactable.One plugin hasn’t been updated for two years and in the repository the faq just says visit xxx.com website for faqs but xxx.com actually redirects to the codex page! Even inside the plugin, the readme file continually directs the user to the site which is unavailable.
However as I understand it the plugin is licenced under GPLv2 (and has to be if hosted here) so I may edit it etc.
But I need to know the following…
1. Do I still have to credit the first authors when reauthoring it? (No-one can find them anyway)
2. Can I rename it?
3. Can I add it to the repository again? (Dependant on rename of course)
4. If I create any addon packages to this plugin do I still credit them? (If I have to credit the prior developers)In regards to taking over the project from existing developers. There are a few plugins I want to do this with and have 1 in mind to be the first but the author has not responded to any communication. All I found was email addresses from a whois and have tried. The other authors wordpress profile isn’t even active anymore so that’s out of the question.(The takeover)
