Checking the Table Rate Shipping documentation samples, it appears that points are indeed used, rather than commas:

If you feel you have discovered a bug, or require any help with this extension going forward, you can reach out to us directly via WooCommerce.com > My Account > Support, since no support for premium extensions is done here, as per the forum guidelines.

Since I am not entirely sure of your sites environment or configuration, and other factors that may come into play with the amounts not adding up, this would be best to ask our Happiness Engineers internally.
