If your theme has it’s own page template (page.php), comment out the offending lines.

I think what you would do is when you go to publish the page, before publishing, unselect the “allow comments” from the discussion area near the top right.

idner – that would likely leave a “comments are closed” remark on that page.

yosemite is right – you need to remove the call for it in the page.php file.
