Replication

Good Day,
My scenario is this:
I have a client with 17 locations. The lines between these locations are terribly bad :). We are tasked to create a new intranet for them for which I have been looking at WordPress.

I have for now hosted WordPress on my local machine and created multisites successfully.

My question is this:
1. I need to create a master site which needs to be replicated to all sites. There will be specific pages and menu items that would be specific to a site or a group of sites only. Is this possible and how?

2. Given the bad network connectivity or network downtime at times, is it possible to have multiple installations of WordPress at each location and have them replicated from a master location (Head Office)

3. Depending on the site where the user is logging in from, is it possible to take them directly to their location site?
