Repeat Exceptions

I have a repeating event that runs every monday EXCEPT the first monday of every month when the event is in a different locale. The Calendar I was using allowed this functionality so I could say every week on monday except the first monday of the month. Then I could build a repeat schedule for the first monday of every month.
Are there plans to add this functionality?
