Rename the “Completed” Order status to “Shipped”

    Hi, we could not replicate this issue, you should check for a conflict with another plugin or maybe you have other custom statuses plugin installed or a custom code.

    I use WooCommerce Order Status Manager, would that cause an issue?

    Yes, try to deactivate it and see if this issue resolved, maybe you already created the shipped status, check what is set in this plugin and avoid duplicates.
