Rename Greece country code

I believe the correct Country code for Greece is GR.

No. For example, for EU VAT numbers Greece uses EL and this is what is used in European Union tax stuff – I cannot appropriately count for example OSS VAT tax because Woo sends Greece as GR while it should use EL

Yea but not only. Woo commerce sends GR for Greece via API and hence all the European accountancy software cannot read that properly. When someone makes an order from Greece, Woo must send EL as a country code. For EU tax regulations there is no such country with GR symbol. It must be EL

Well, WooCommerce doesn’t use EU standards.
I believe @behemothwebstore is just looking for a solution for a website.

Maybe a plugin for “VIES” could do the trick ?

according to wikipedia:

The full identifier starts with an ISO 3166-1 alpha-2 (2 letters) country code (except for Greece, which uses the ISO 639-1 language code EL for the Greek language, instead of its ISO 3166-1 alpha-2 country code GR, and Northern Ireland, which uses the code XI when trading with the EU)

as a resul the country code should not be changed. A mapping for the two countries should be implemented in integration with VIES or relevant 3rd party system.

The problem is, this is not only about b2b . I am selling b2c where people are not putting their vat numbers as they do not have one

yet still, the country must be properly identified as EL on the basis of the shipping address so that appropriate VAT is applied.
right now woo sends GR via API which is wrong. It must send EL otherwise all the accountant software integrated with woo do not know which VAT rate to apply. According do the EU laws and regulations, it must be EL , not GR

in such a case you should map the “GR” value to “EL” before sending the REST api request. The same must be done IN ANY 3rd party system that integrates with wordpress.

GR is the two letter code for Greece in the globally accepted ISO. One does not simply change that because the greek government decided not to use it for it’s tax identification system unlike the rest of the European states.

I agree 100% with @ntellos13 , the code should not be changed because one specific system requires the EL format. There are other integrations like payment gateways that require the GR code. The correct way is to make a mapping before sending the data to any 3rd party if need be. You could hire someone who can do this for you, but changing the code for everybody is not a solution.
