Removing "REGISTER" or requiring contact form to be filled out for download

Hello,
I’m trying to disable or deactivate the registration part of this:
https://www.testdevices.com/white-papers/
Where is says “Register to Download”,,
I merely want the end user to download the PDF,,, without registering or filling out a contact form.
When I deactivate the plug-in I get this error code: [contact-form-7 id=”168″ title=”White Papers” html_class=”form-horizontal”]
Does anybody have suggestion?
