Removing -2 from page urls (slugs)

I’m using the newest updated version of WP. I’ve read old forum posts on how to remove, but none of the suggestions have worked. Every time i create a numeric url, i.e. 12345 the slug gets named 12345-2. This happens on any other page i create that is numeric.

I’ve emptied the trash, emptied database tables for the page. I’ve made sure the url is not a duplicate of others. I’ve adjusted to different settings within the permalink structure. I’ve disabled all plug-ins to remove any conflicts, etc.

Anyone have any idea why this continues to be an issue and how to solve this. Absolutely need to have these urls without the appended -2.
