remove "you may use HTML tags and attributes…" from comment area

I’ll be damned if i can’t find this in the php files.

I’m using the starkers theme and below the comments field there is this text

You may use these HTML tags and attributes: <a href="" title=""> <abbr title=""> <acronym title=""> <b> <blockquote cite=""> <cite> <del datetime=""> <em> <i> <q cite=""> <strike> <strong>"</p>

How do i get rid of it? I can’t find it anywhere.
