Suggest you don’t hack the core files.

Try:

footer#footer {
  border-top: none;
}

in either the CustomCSS panel, or in a Child Theme

What if I wanted to keep the grey bar, but change the color of it and the grey bar under the header as well? Is that similar enough to the original request to not warrant a new thread? ??

Footer:

footer#footer {
  border-top: 12px solid red;
}

Header:

header.tc-header {
  border-bottom: 10px solid red;
}
