Remove custom CSS block and JS file from frontend

    Noticed recently that the custom-css block and js file are being inserted in to frontend pages even when no frontend settings are enabled.

    I’d prefer to not expose things like that on my website as I only use this for backend management.

    This issue only seems to have arisen recently.
