Remove capabilities created by deleted plugins

Many of my users have capabilities assigned to them that were created by plugins that are no longer active on the site. They’re visible when I view many User profiles. Is it possible to sweep them?

Also, when I view the details for Term Sweep there are some that I would be happy to delete, but there are a few that I’m not sure about. Is it possible to selectively sweep only some terms?
