WordPress actually handles that part.

Did some Googling and found this snippet that looks promising:

Might be worth checking with WordPress support if that doesn’t work.

To remove the skip to content link, try this PHP:

remove_action( 'generate_before_header', 'generate_do_skip_to_content_link', 2 );
