    Where do I need to go and what code do I need to remove to make the downward pointing arrow above the small call to action slider button stop bouncing?

    You need find style.css of your theme file and then you have to comment following code.

    /*animation-name: scrolldown;
-webkit-animation-name: scrolldown;*/

    to remove to make the downward pointing arrow above the small call to action slider button stop bouncing.
