Maybe double check that you don’t have a server-side cache (a WordPress plugin, or a service on your server/CloudFlare)

That would be kinda crumby if the code was kept in there somehow, maybe try installing a the plugin again, looking for an option to remove the ads, then delete the plugin again.

Thanks. I did trying reinstalling, turning everything off, and deleting again. It didn’t work. My client doesn’t have a server-side cache, but I can try a plug-in.
