Remove Admin Bar for All Users – Plugin ont work

I want to remove the wordpress admin toolbar automatically for all logged in users when they have logged in to my membership website. I have tried all the plugins and non of them work and have tested all settings.

Any ideas? other forums dont seem to have the toolbar present why is there nothing reliable anywhere online?

please be as detailed as possible as I am not ovdrly experienced in coding or the file manager in cpanel for editing files.
