remove ability to comment

Could you try deactivating all plugins and switching to the default Twenty Fourteen theme to narrow down the issue?

I have done that

Under screen options neither discussions or comments are checked

under settings/discussions nothing is checked there either

Try I.E -> tools ->delete browsing history…

I used the “Disable Comments” plugin. Worked like a charm. Looks like there isn’t a way to disable comments without adding a plugin or modifying the .php code.
