Remove ability to change shipping address after PayPal payment is completed?

After the customer enters their billing and shipping address on the Cart page, they are directed to PayPal to make their payment, then they are directed back to the order confirmation page in woocommerce to complete their order. There, they are able to change their shipping address. Is there a way to eliminate the option to change their shipping address after they have navigated away from the PayPal page? The flow is currently:

Enter billing address and shipping address
Navigate to PayPal landing page and make payment
Go back to checkout page to confirm purchase
Optional: change shipping address
Confirm
