Relaunching WordPress Site: Howto?

  • This seems a very basic question but I have not found an answer.

    Goal: new theme, new design, but old content/posts and some new pages.

    How can I test and develop the new site, add new pages (by many authors over many weeks), customize the design (test it!) and then go live with all of this in a single switch?

    Is the answer to install a new (multiple) blog with a single database?

    Any help appreciated!
