Post a question in that plugin’s support area if it’s a question about how to make it work, or post a review to explain your experience with it. (Reviews must not be “hidden” support questions, though.)

So writing a review describing the experience with the plugin is only option?

Can I not vote plugin if it is compatible with specific version of WordPress or not?

Or, Can I not report the plugin?

You don’t get to vote; it’s a setting applied by the plugin’s author (one they often forget to update, too).

If you have a plugin and it’s breaking your site and the author is unresponsive, find another plugin. Vote with your feet, as it were.
