reinstalling wordpress over top of itself

I have an issue that one post seems to speak to. This troubleshooting forum has a Sticky called Image/upload problems. And I was wondering how easy this is?
I recently upgraded from 2.6.5 to 2.7.1 and I can’t load images into a post nor can i see any existing post when I use the visual editor. The *sticky* says to delete all these files from the server and reload. I’m just a bit worried that there is more to this that delete/reload. Are there more steps I need to take?
