Reinstalling WordPress didn’t fix bugs

After uninstalling WordPress, deleting all the databases, creating a new one and installing a freshly downloaded version of WordPress, none of the issues that caused me to do this in the first place were solved.

I can not add new plugins, access any posts or pages or customize the theme.

I am now stuck with a “Hello World” website to which I can not make any changes, not even to add an “under construction” page.

Anyone have an idea where to go from here? I contacted my hosting service and asked them to clear everything and restore to “factory settings”. There were two other instances of WordPress on the same site which both ran with out any problems (but have since been deleted…)
